Intelligent Camera Utilization (ICU)

The Intelligent Camera Utilization (ICU) system is a vehicular camera system that will be linked to a nationwide police database to verify the plates of wanted individuals in real time and stop them in a timely and efficient manner. The ICU system functions through a nationwide database of license plate and vehicle description information that is added by authorized police officials. All vehicle information entered into the database is solely for individuals who are wanted for a felony crime, stolen vehicles, and Amber and Silver alerts.

The ICU System will be able to track Amber and Silver vehicle alerts, helping to reduce the time it takes to locate an abducted child or missing senior citizen. It will help take away the mobility of criminals, ensuring a timely capture. When an individual is missing or a suspect is at large, promptly locating them can save lives.

Racial profiling will be drastically reduced by the ICU system, as it will eliminate the need to pull over individuals that are assumed to be criminal due to the style of their vehicle or their appearance. If the driver’s plate is not in the database and the driver is not guilty of a violation, then there is no cause to pull over that vehicle.

Q. Is this system only designed for police cars?

A. No. ICU is designed for all vehicles: State, federal, commercial, and everyday good Samaritans.

Q. GPS tracking is used when a vehicle’s system recognizes a suspect license plate. Can the police or government track me without my knowledge?

A. No. The GPS is only activated when the camera verifies a felony license plate that has been entered in the data base in order to obtain the location of the suspect. The only vehicles tracked are felony license plates entered in the police data base. Once the suspect vehicle is out of range the GPS system automatically shuts off once the location is transferred to the proper authorities.

Q. Will I be in the police system or some form of data base with my personal information for using the ICU system as someone concerned about crime in the US?

A. No. The system will only have part numbers not user information. For example. If you are behind a felon and the system recognizes a plate and GPS is activated. It will only state system 1234 activated. There is no link to the driver vehicle information. The ICU system will not have the capacity to store any information on the driver or drivers vehicle. The system only recognizes the ICU CPU unit.

Q. Will ICU be a true deterrent to crime?

A. Definitely. If a suspect has nowhere to run, unable to drive it will make them easier to subdue in places they have to try to stay hidden as well as catching them if they attempt to flee.

A. As long as the vehicle is reported stolen it will be added to the ICU data base as a stolen vehicle and tracked by all vehicles utilizing the ICU system.

A. Definitely! In 2017, a vehicle was reported stolen every 40.9 seconds in the US. A total of 7773,139 vehicles stolen for a total loss of approximately $6,000,000,000.00 dollars. ICU would enable a quicker response to vehicle theft that could stop thieves before they are able to commit additional crimes or damage the vehicle. This will bring faster vehicle recovery and fewer insurance claims reducing driver premiums across the board from plan to plan as the billions in savings will trickle down to the consumers.
